Malpractice reform will help, but not solve the core issue of rising health care costs

The evidence suggests a much smaller effect. Study after study shows that costs associated with malpractice lawsuits make up 1% to 2% of the nation's $2.5 trillion annual health-care bill and that tort reform would barely make a dent in the total. 

I know it is really popular (especially amongst Republicans) to point to sky rocketing malpractices costs and tort reform as the key to solving health care costs.  While it would help (I'd take the 2% savings anyday if it lowers health care costs) it is only one of many steps - we need others.  Republicans - any other ideas?  Dems - FYI, spending more doesn't cut costs.
